الملخص:
تعالج هذه الرسالة و الموسومة بـ"واقع سياسة التهيئة العمرانية في المناطق الصحراوية في ضوء التنمية المستدامة -منطقة بسكرة نموذجا" أبعاد هذه السياسة على المستوى النظري، من خلال إدراج ثلاث فصول تتناول (المقاربة النظرية – التنمية المستدامة – التهيئة العمرانية)، وكذا على المستوى الميداني من خلال إدراج فصول تهتم بالتحليل و التبويب و الاستنتاج. وهذا كله بغية الإجابة عن تساؤلات أشكلياتنا التي استوقفت حركية البحث في التساؤل التالي:
- ماهو واقع سياسة التهيئة العمرانية في المناطق الصحراوية في ظل التنمية المستدامة؟ والوصول إلى إجابات شافية ووافية لها. إذن من خلال ذلك حاولنا الولوج بشكل مستفيض في سياسة وإبراز معالمها، وتحديد أدواتها وميكانيزماتها من طرف بعض المؤسسات الرسمية، والتي مثلت عينة البحث وهي (مديرية التهيئة و التعمير - الجماعات المحلية - مديرية البيئة) التهيئة العمرانية وإحدى منظمات المجتمع المدني (الجمعيات البيئية)، والتطرق إلى مجمل النشاطات و المهام التي تضطلع عليها هذه المؤسسات. وما مدى مراعاتها واحترامها لمبادئ التنمية المستدامة. بالإضافة إلى عرض أبرز الصعوبات والعراقيل التي من شأنها تثبيط مسار هذه التهيئة العمرانية المستدامة.
لنخلص في نافلة هذه الرسالة إلى نتائج، تعبر عن انجازات ومشاريع تجسدت على ارض الواقع من جهة، وإستراتيجيات طموحة تحاول الدولة تحقيقها وتجسيدها على أرض الواقع، رغم اعتراض الكثير من العراقيل و المثبطات، والتي شكلت غياب قنوات الاتصال بين هذه المؤسسات الرسمية من جهة، وضعف التواصل بينها وبين الجمعيات البيئية من جهة أخرى إبرز هذه العراقيل، إضافة إلى غياب الثقافة الحضرية البيئية بين مختلف شرائح المجتمع.
إلا أن سعي الدولة في مجال التهيئة العمرانية حثيث ومتواصل، من خلال خلق إستراتيجية فعالة تمكن من تحديث وتطوير المخططات العمرانية وتفعيل أدواتها، لتواكب التحولات المتسارعة سواء على الصعيد المعماري أو الاجتماعي و البيئي هذه الإستراتيجية تقوم على المواءمة بين البعد التخطيطي المعماري، وبقية الأبعاد الأخرى النفسية. والاجتماعية و الاقتصادية...الخ.
وذلك من خلال خلق مؤسسات تضطلع بادوار التهيئة العمرانية في مختلف المجالات وداعمة لها. من أجل تجسيد أبعاد التنمية المستدامة في سياسة التهيئة العمرانية المستقبلية هذا من جهة، ومن جهة أخرى البعد الاجتماعي من خلال تشجيع المنظمات الأهلية، وتوفير الدعم خاصة المادي لتسهيل وتذليل الصعوبات لها، حتى تمارس عملها التربوي و التثقيفي، وبذلك تساعد على بث وزرع الوعي البيئي في أوساط المجتمع. على أنه من المهم الإشارة إلى مسألة جد هامة في تقدير الباحث، وتكمن في القول أن تحقيق سياسة عمرانية وفق متطلبات التنمية المستدامة، ليست مسؤولية هذه الهيئات العاملة في ميدان التهيئة و التعمير أو الجمعيات البيئية الأخرى فحسب، بل هي قضية مجتمع ككل، تتطلب تعبئة جهود جميع الفاعلين الاجتماعيين من مؤسسات المجتمع المدني والهيئات الرسمية، والمؤسسات الاقتصادية وغيرها، حتى نستطيع تحقيق سياسة عمرانية وفق متطلبات التنمية المستدامة.
Summary
This issue which is entitled: The Reality of The Policy of Urban Development in The Desert Areas in the light of the summary of the research of sustainable development – the region of Biskra as a model- tries to address the dimensions of this policy on a theoretical level. Through including three chapters that deals with: -the theoretical approach, the sustainable development, and the urban development. Also on the field level through including three chapters concerning: analysis, conclusion, and tab. And all this in order to answer our research question that is: What is the reality of the policy of urban development in the desert areas under the sustainable development? .
So by doing this we tried to access extensively to the policy of urban development and define it clearly, and identify its tools and mechanisms by some official institutions, which represented research sample and they are: the construction department , local groups, and environmental associations. And we tried to address the overall of the activities of these institutions, and the extent observance of the principles of the sustainable development.
In addition to the clarification of the obstacles that may disrupt course of this urban development. To get at the end of this research to express the results and achievements of the projects materialized on the ground by one hand, and from the other hand, clarify the ambitious strategies that the state is trying to achieve on the ground, despite the many obstacles caused by the lack of communication between the formal institutions and the environmental institutions. In addition to the absence of the urban environmental culture in the society despite the efforts of the state through developing an effective strategy that enables to develop the urban plans and to activate its tools in order to keep pace with the rapid architectural, social, and environmental changes.
This strategy is based on the appropriateness between the urban planning dimension on one hand, and the psychological, social, and economic dimensions on the other hand. And that is through creating institutions that plays the role of urban development in various fields in order to reflect the dimensions of the sustainable development in the policy of urban development in the future, and the social dimension through the promotion of community-based organizations and provide the material support to facilitate the difficulties in order to accomplish its Educational and Informative role, so it will help to spread the environmental awareness in the society.
Finally, the researcher see that is important to clarify an issue which is that the achievement of an urban policy in accordance with the requirements of sustainable development is not just the responsibility of the institutions working on the field of construction or environmental associations, but is the issue of all the society because it requires the efforts of all the social actors like the official, society, and economic institutions in order to ensure the achievement of an urban policy that is in accordance with the requirements of the sustainable development.
