يعد النقل البري أحد أهم مقومات تنمية
المناطق السكنية من مختلف الجوانب سواء الاقتصادية أو الاجتماعية أو الثقافية كونه
العامل الأساس في ربط واتصال تلك المناطق مع المناطق الأخرى فمن خلاله تنتقل
الأفكار والبضائع والأشخاص وتنمو وتتطور المدن والمستوطنات البشرية الصغيرة حتى
تصل إلى مستوى إداري أرقى مما كانت علية، إذ تلعب الطرق البرية الدور الأبرز في
نمو وتوزيع المستوطنات البشرية أينما وجدت وتبقى المناطق الخالية من الطرق فقيرة
في تواجد السكان بالتالي انعدام وجود مراكز الخدمات فيها، وقد نبعت هذه الدراسة
الموسومة (دور طرق النقل في نشوء وتوزيع المستوطنات البشرية في قضاء الشرقاط)
من مشكلة رئيسية وفق الصياغة التالية (توزعت المستوطنات البشرية بطريقة
غير متكافئة فقد تركزت أغلب المستوطنات على طرق النقل ونمت وامتدت مع امتدادها
تاركة خلفها مساحات شاسعة شبه خالية من الاستيطان) وقد هدفت إلى كشف
العلاقة التفاعلية بين طرق النقل ونشوء وتوزيع المستوطنات البشرية في قضاء الشرقاط
، من خلال استخدام عدد من مناهج البحث أبرزها المنهج التاريخي لدراسة البعد
التأريخي لتطور شبكة النقل ودورها في نشوء وتوزيع المستوطنات البشرية خلال مدة الدراسة،
بالإضافة إلى المنهج الوصفي الذي تم من خلاله التعرف على واقع شبكة الطرق ضمن
منطقة الدراسة، كما هدفت إلى دراسة وتحليل واقع شبكة الطرق بطريقة إحصائية دقيقة ومعرفة
مدى كفاءتها في ربط أجزاء المنطقة وما هي الكفاءة الفعلية للطرق. وقد توصلت
الدراسة إلى جملة استنتاجات كان أبرزها وضوح أثر الطرق في نشوء وتوزيع المستقرات
البشرية وتباين ذلك الأثر بتباين أصناف الطرق و بشكل كبير ، كما توصلت إلى وجود
كفاءة ربط عالية في شبكة الطرق بالمقابل تبين أنها ذات كفاءة فعلية ضعيفة جداً بنسبة (41 %) من خلال نتائج قانون الكفاءة
الفعلية الذي تم تطويره في هذه الدراسة نتيجة لعدم الاهتمام بصيانة الطرق ومواكبة
تطورها مع تطور أعداد السكان المنطقة ، واختتمت الدراسة بمجموعة توصيات كان أبرزها
تطوير الوحدات الإدارية في منطقة الدراسة وعدم بقائها ضمن دائرة القضاء فقط الذي تسبب في عدم كفاءة توزيع مراكز المؤسسات
الخدمية إذ اقتصر توزيعها في الجزء الشرقي فقط بالإضافة إلى زيادة ربط شبكة الطرق
بين القسمين الشرقي والغربي لنهر دجلة عن طريق إنشاء جسراً ثانياً لزيادة كفاءة
الشبكة التي ترتكز في ربطها حالياً على جسر الشرقاط الكونكريتي الوحيد في المنطقة.
Abstract:
Transportation is one of the most important
components of the development of residential areas from various aspects,
whether economic, social or cultural. It is the main factor in linking and
connecting those regions with other regions. Through it, ideas goods and people
move, and cities grow and develop until they reach a higher administrative level
than they were previously. The land roads play the most prominent role in the
growth and distribution of human settlements wherever they are found. The areas
without roads remain poor in the presence of the population. Consequently,
there are no service centers in them. This study aimed at revealing the
interactive relationship between transportation methods and the emergence and
distribution of human settlements in the district of Al-Sharqat, which occupies
an area estimated 1913 km2 and divided into (50) districts. The study included
three periods (2007, 2007, 1997), during which the growth and distribution of
settlements in terms of numbers and size were monitored. The study used
satellite visuals, statistical data, and field studies to monitor that growth
and distribution using statistical methods to prove this. It also aimed to
study and analyze the reality of the road network in an accurate statistical
manner to know its efficiency in linking parts of the region and the actual
efficiency of the roads that compose it. In addition to highlighting the impact
of geographical factors on the road network within the region. The study
reached a number of conclusions, the most prominent of which was the clarity of
the impact of roads on the emergence and distribution of human settlements and
the variation of that effect with the different types of roads-roads had the
largest percentage in terms of attracting settlements reaching (57%), while the
percentage of sandy roads came in second place with (26%) and local roads by
(14%).While the main roads came with the lowest percentage, amounting to (3%). It
also concluded that there is a high linkage efficiency in the road network. In
contrast, it was found to have a very weak actual efficiency at (41%) due to
the lack of interest in maintaining roads and keeping pace with their
development with the development of population numbers in the region The study provided
recommendations, the most prominent of which was the development of
administrative units in the study area and not remaining within the district only,
which caused the inefficiency of the distribution of service institutions
centers. The distribution of which was limited to the eastern part only, in
addition to increasing the linkage of the road network between the eastern and
western sections of the Tigris River by constructing a second bridge to
increase the efficiency of the network, which is currently linked to the only
concrete bridge in the region.
