المستخلص :
على الرغم من أهمية النفط والتي ينبغي أن تنعكس على الدول المنتجة له ،إلا أن الدول العربية التي تمتلك %57.8من الاحتيارطي العــالمي ،وتنتــج %26.1مــن الإنتــاج العــالمي ،لــم تســتثمر النفــط لتنميــة دورهــا السياســي والاقتصادي العالمي نتيجة للتخطيط السياسي والاقتصــادي الخــاطئ ،وعــدم امتلاك التقنيات اللازمة لتطوير الصناعات النفطية.
وقد تساءلت مشكلة البحث الرئيسة عن صورة توزيع النفط العربي بين الدول العربيــة ،وأهميتــه الجيواسـترتيجية ،وعوائـده الماليـة ،وموقــف الـدول المستهلكة له. يهدف بحث (النفط العربي :دراسة في الجغرافيــة السياســية) إلــى توضيح صورة التباين المكاني للنفط فــي المنطقــة العربيــة احتياطيــا وإنتاجــا واستهلاكا ،ودراسة الصناعات النفطية والعوائد المالية لها ،وإعطاء رؤية عــن المخططات الجيوســتراتيجية الــتي تصــاغ فــي الــدول الصــناعية الكــبرى مــع الــتركيز علــى إســتراتيجيات الولايــات المتحــدة الأمريكيــة والاتحــاد الأوربــي والصين. وقد ظهر من خلال النتائج التي توصل إليها البحث وتحقق مــن فرضــياته الــتي طرحــت إن النفــط العربــي يســاهم وســيبقى كــذلك فــي رســم الجيوستراتيجيات والخطط العسكرية التي يتـم رسـمها فـي دوائـر السياسـة والاقتصاد للدول الصناعية بهدف ضمان تدفق النفــط فــي ضــوء تــأثير توزيــع الإنتاج والإحتياطي والاستهلاك في العالم العربي ،وقــد كــان ذلــك مــن خلال دراسة توزيع النفط في العالم العربي احتياطيا وإنتاجا واستهلاكا في الفصل الثاني.
أما في الفصل الثالث فقد تمت دراسة الصناعات النفطية وعوائد النفط في العالم العربي ،تم التركيز على صناعة التكرير والصناعات البتروكيماوية وتوصل البحث إلى أنها لا تــزال متخلفــة فــي العــالم العربــي قياســا بالــدول الأخرى ،والسبب في ذلك يعود إلى عــدم تــوجيه الاســتثمارات بشــكل مركــز لتنمية هذه الصناعات وتطويرها ،كــذلك ضــعف التطــور التقــاني فــي العــالم العربي.
في حين تناول الفصل الرابــع الهميــة الجيوســتراتيجية للنفـط العربــي فـي منظور قوى الاستهلاك الدولية ،ومنظمــة الأقطــار المصــدرة للنفــط (أوبــك)، والشــركات متعددة الجنســية .وظهــر مــن تحليــل المشــكلة الرئيســة الــتي طرحت ،إن النفط العربي يمثــل محــور الاســتراتيجيات الدوليــة ضــد الــدول المنتجة له لضمان تدفقه إلى أسواق الدول الصناعية الكبرى.
Abstract :
Despite this growing importance of oil which is supposed to reflect the importance of oil on producing nations, all them the Arab countries, owns 57.8% of world reserves, and produces 26.1% of global production, the oil did not invest for the development of its political and economic role in international arena because he wring in economic of, and do not have the advanced technology necessary to increase production. Research aims ((Arab Oil:Political geography study)) to clarify the picture of the spatial variation of the oil Arab region in term production and consumption, also reserves to study the oil industry, the financial returns of the oil, and give a vision of the geostrategic plans formulated by the major industrialized countries with a focus on the strategies of the United States of America the European Union EU and China. In spite of the relentless pursuit by the forces of the international consumer to find alternatives like nuclear energy, electrical, solar, wind power and other kinds of alternative energy, but oil still retains its importance and its position at the forefront of energy sources, and that demand is continuing to grow rapidly.
The study disclosed that the oil industry, especially refining, and petrochemical industries as still lagging behind in the Arab world compared to the forces of international consumption, in spite of the rapidly growing importance, because the lack of investments in the development of these industries, as well as the lack of Technological development in the Arab world, so the necessary to pay attention to this industry and direct investment in technology needed to become an active and influential industries in the economic growth of the Arab countries and the transition from the export of crude oil to the stage of the export products of oil, and this will lead to increase the oil revenues, and conseauences on GDP growth, to increase the average per capita income in Arab countries.
Research has addressed the problem that was formulated was found that the Arab oil Strategy at top priont of the international anti-producing countries to ensure that it flows to the markets of major industrialized nations, has been achieved through the research findings of the hypotheses that have been drafted in the first Chapter (Theoretical framework), Since the Arab oil and will contribute to a contributor in the design geostrategic The military plans to be drawn in the circles of politics and economy of the industrialized countries in order to ensure the flow of oil in the light of the impact of the distribution of reserves and production and consumption in the Arab world, and this was done by examining the distribution of oil reserves in the Arab world the production and consumption in the second Chapter. As in Chapter (III) has been studied and the and oil industry oil revenues in the Arab world, which focus on the refining industry and petrochemical industries.
While Chapter (IV) geostrategic importance of the Arab oil consumption in the perspective of international forces, and the Organization of Petroleum Exporting Countries (OPEC), transnational corporations and citizenship.
