ملخص الرسالة :

  تحددت مشكلة الدراسة في بحث ما إذا كان هناك قصور وعدم تلبية شبكات البنية الأساسية بمدينة طبرق في تحقيق احتياجات سكانها والوقوف على المشاكل التي يمكن رؤيتها, من تراكم مياه الأمطار، وتعطل شبكات الطرق الرئيسية خاصة في فترات الشتاء؛ أو معاناة سكان المدينة من قلة توافر مياه الشرب وانقطاع التيار الكهربائي المستمر، وغيرها من الاحتياجات الأخرى، وإمكانية تشخيص التفاوت في خدمات تلك الشبكة بين أحياء المدينة ، وتحديد كفاية الخدمات وكفاءة أدائها وصوًلا إلى تحديد أولويات التنمية بمختلف صورها بالمدينة . هذه الدراسة تهدف إلى تحديد أولويات واحتياجات المنطقة وسكانها, ورصد نقاط الضعف وأوجه القصور و أضرارها وشكاوى سكان المنطقة منها, والى اى مدى تلبى احتياجات السكان.وذلك من خلال الوقوف على خريطة التوزيع الحالي لشبكات البنية الأساسية لمنطقة الدراسة، ومن ثم تقيم جودتها وكفاءتها وإيجاد حلول للمشاكل الموجودة حاليا، و اقتراح حلول أخرى لتجنب أي مشاكل مستقبلية؛ عن طريق عمل دراسة تاريخية للمنطقة وتطور أعداد سكانها ومتطلباتها و أسباب مشاكلها ومنها سييتم توقع المشاكل المستقبلية ووضع حلول له، ولتحقيق أهداف هذا البحث استخدمت تقنيات حاسوبية ممثلة في إجراء تحاليل إحصائية، (spss) وبرنامج GIS.

   وجاءت الدراسة في أربعة فصول، حيث خصص الفصل الأول لدراسة العلاقة بين السكان واستخدامات الأرض والتركيب العمراني بمدينة طبرق من خلال عرض الخصائص الطبيعية البشرية، والعلاقة بين النمو السكاني والتطور العمراني واستخدامات الأرض بمنطقة الدراسة حتى عام 2010م. حيث تم استعراض نشأة المدينة وتطور النمو السكاني و مراحل التطور العمراني والكثافة السكنية العامة والصافية وكثافة الأحياء السكنية وأنواع السكن وتمط ملكية المساكن.

  أما الفصل الثاني: فقد تناول دراسة شبكات المياه و الصرف الصحي– بمدينة طبرق ففي الجزء الأول تم تناول شبكات مياه الشرب ؛ من حيث جودتها ومعدلات الاستهلاك المنزلي من المياه وحساب متوسط استهلاك الفرد من المياه وخصائص المياه الصالحة للشرب ومصادر تلوث المياه ومعالجة وتنقية المياه وحساب سعة الخزان وتصميمه، والتحديات التي تواجه توفير المياه النقية أما الجز الثاني لهذا الفصل تناول شبكات الصرف الصحي وخطوط تصميم المجاري ، والجوانب الواجب مراعاتها عند تنفيذ الشبكة، والمشاكل المتوقعة بعد التنفيذ، ومعالجة مياه الصرف الصحي العادية، وشبكة صرف مياه الأمطار السطحية وإمكانية الاستفادة منها والوقوف على المشاكل التي تواجه هذه الشبكة.

  وجاء الفصل الثالث تحت عنوان تخطيط خدمات شبكة الطاقة الكهربائية في مدينة طبرق ، حيث تناول العوامل الجغرافية والبشرية المؤثرة على الشبكة ومراحل دخول الكهرباء في المدينة ، وطرق توليد الطاقة الكهربائية ، وتباين أنتاج الطاقة الكهربائية، وإنتاج الطاقة المولدة على مستوى الوحدات ومعرفة كميات الوقود المستهلكة في عملية إنتاج الكهرباء، و تكلفة إنتاج الكيلو وات / ساعة، نقل و توزيع الطاقة الكهربائية عبر الشبكة ، واستعراض أنواع شبكات نقل الطاقة الكهربائية واستهلاكها ، والوقوف على التطور القطاعي لاستهلاك الطاقة ومتوسط نصيب الفرد من الطاقة الكهربائية وتسعيرة الكهرباء ومشكلاتها الإنتاجية والبيئية والنقل والتوزيع ، وكذلك مشكلات الاستهلاك .

   والفصل الرابع الذي جاء بعنوان شبكات النقل والاتصالات في مدينة طبرق حيث تناول في الجزء الأول منه شبكة النقل في المدينة من ناحية التحليل المكاني للشبكة والمساحة المخصصة للطرق، وحصة الفرد من هذه الطرق والتوزيع المكاني لطرق النقل عبر الأحياء، وكذلك العلاقات المكانية لطرق النقل، وأنماط وأصناف الشوارع ، والوقوف على معرفة حركة النقل في المدينة من خلال إجراء مسح مروري لعدة نقاط حيث الازدحام ، وفي أوقات مختلفة ، وتم عرض العوامل المؤثرة في تخطيط النقل من اقتصادية واجتماعية ، واستعراض الحوادث المرورية في المدينة وقيمة الأضرار المترتبة عليها في الأرواح والمعدات. أما الجزء الثاني تناول شبكة الاتصالات متضمناً التوزيع الجغرافي لشبكة الهاتف من حيث معرفة عدد المشتركين ، ومكاتب الاتصالات وأطوال الكوابل الممتدة عبر الأحياء ، وخطوط الانترنت ، والوقوف على المشاكل التي تواجها والشركات العاملة في هذا المجال . ومن ثم الخدمات البرقية والخدمات البريدية. 

   والفصل الخامس والأخير الذي جاء بعنوان أثر شبكات البنية الأساسية في التنمية حيث تناول في الجزء الأول أثر شبكات البنية الأساسية في التنمية الاقتصادية متضمناً تنمية حرفة صيد الأسماك والتنمية الزراعة والحيوانية والتنمية التعدينية والصناعية وتنمية طرق ووسائل النقل والاتصالات والتنمية السياحية. أما الجزء الثاني تناول أثر شبكات البنية الأساسية في التنمية الاجتماعية متضمناً تنمية السكان وتنمية العمران وتنمية الخدمات التي تشمل الخدمات التعليمية و الخدمات الصحية. وأخيراً تناول أثر وجود البرلمان بمدينة طبرق على شبكات البنية الأساسية والتنمية.

وطرحت الدراسة جملة من النتائج والتوصيات جاءت منسجمة مع اتجاهها وهدفها.

Under the title of 

Infrastructure networks in the city of Tobruk – Libya 

"A Study in Urban Geography" PH.D SUBMITTED in Arts - Department of Geography 

   The study identified a problem in the search if there is a deficiencies, and failure to meet the infrastructure networks of the city of Tobruk in achieving the needs of its population and stand on the problems which can be seen, The accumulation of rain water, the main road networks disrupted; especially in the winter periods, Or the suffering of the city's population from a lack of drinking water and the availability of continuous uninterrupted electrical current, and other needs of the other, And the possibility of the diagnosis of the disparity in the services for that network between the city's neighborhoods, and determine the adequacy of the services and the efficiency of its performance access to determine development priorities in various forms in the city. 

   This study aims to determine the priorities and needs of the region and its inhabitants, and monitoring the weaknesses and deficiencies and deterring and complaints of residents of the region, including, And to what extent meet the needs of the population; and that by standing on a map of the current distribution networks infrastructure of the study area, And then evaluate its quality, efficiency and find solutions to problems existing and propose further solutions to avoid any future problems; Through the work of the historical study of the area, and the evolution of their populations and their requirements, and the reasons for them are their problems and anticipate future problems and to find solutions, In order to achieve the goals of this research used computer techniques represented in conducting statistical analyzes, (spss) and GIS. 

   The study comes in four chapters, of which; The first chapter is devoted to the study of the relationship between population and land use and urban structure in Tobruk through the presentation of natural and human characteristics, The relationship between population growth and architectural development and land uses in study area until 2010. Where it was reviewing the emergence of the city and the evolution of population growth and urban development phases of residential and public-density and net density residential neighborhoods and housing types and pattern of home ownership. 

   The second chapter dealt with the study of water networks and sewage - in the city of Tobruk. In the first part of it deals with water networks; In terms of quality and rates of domestic consumption of water and calculate the average per capita consumption of water and the characteristics of drinking water sources and water pollution and treatment, water purification and the calculation of the tank and its design capacity, The challenges facing the provision of clean water either - the second part of this chapter dealt with drainage systems and sewer lines design, Aspects to consider when implementing the network, expected problems after implementation, and treatment of ordinary sewage, , Rain water and surface drainage network and make use of it and stand on the problems facing this network. 

  The third chapter, entitled the electric power network planning services in the city of Tobruk, where he addressed the geographical and human influence on the network and the stages of entering the electricity in the city factors, And methods of electric power generation, and the variability of electrical energy production, and the production of the power generated at the unit level and knowledge of the amount of fuel consumed in the process of producing electricity, the production cost of kilowatt / hour, Transportation and distribution of electric power over the network, and a review of the types of electrical energy and consumption of transport networks, and stand at the sectorial evolution of energy consumption and the average per capita electric power and pricing of electricity and problems productivity, environmental, transport and distribution, as well as consumption problems. 

   The fourth chapter, which was titled transport and ommunication networks in the city of Tobruk, where it reviewed in the first part of it transport network in the city in terms of spatial analysis for the network for roads and area, And the per capita share of these methods and the spatial distribution of transport routes through the neighborhoods, as well as the spatial relationships of the transportation routes, patterns and varieties streets, stand on the knowledge of traffic in the city through a survey traffic for several points where congestion, and at times Different, it was presented the factors affecting the transportation planning of economic, social, and review of traffic accidents in the city, and the value of the harm suffered in lives and equipment. The second part dealt with the communications network, including the geographic distribution of the telephone network in terms of knowing the number of subscribers, and the offices of telecommunications and cable lengths extending across neighborhoods, and internet lines, and stand on the problems faced by companies operating in this area. And then the telegram services and postal services. 

  The fifth and final chapter, who titled the impact of infrastructure networks in development where it reviewed in the first part of it the impact of infrastructure networks in economic development, including the development of fishing craft and the development of agriculture and livestock development, mining and industrial development of ways and means of transport, communications and tourism development. The second part dealt with the impact of infrastructure networks in social development, including the development of the population and the development of urbanization and the development of services that include educational services and health services. Finally taking the impact of the presence of the parliament in Tobruk on infrastructure and development networks. 

  The study put forward a set of findings and recommendations were consistent with the trends and goals.
