The study aims at determining the stage development reached in the area, according to Butler's model. Furthermore, the study discusses the problem of tourism investment.
In order to fulfill the objectives of the study, and to understand the chronical development of the area, following approaches have been applied:

The descriptive approach: describing of the touristic demand and supply in the area.
The behavioral approach: This methodology deals with interpreting some characteristics of tourism from the socio-economic point of view.
Thus two sources for the data have been launched:
A- Library sources: Include the reports and circulations issued by the official parties concerned like Ministry of Rural and Municipality Affairs, The Higher Council of Tourism Development and Municipality of Haql. B- Field sources: this includes collecting information through a special questionnaire in order to know some information and demographical and social characteristics of the tourists.
The study reached the following results:
1- The development is still randomly, and the governmental parties did not interfere in the planning or investment in the tourism field.
2- The international companies have not invested in the area, which means that tourisms is still a local matter.
3. Haql coast is visited currently by the Saudis and a few ration of the Arab citizens who work in Saudi Arabia.
4. There are some obstacles for the development, such as: the far distance to urban centers, lack of investors, and the traditional behavior of the tourists.
